Inconsiderate Parking?

I am not sure why this vehicle is parked at the entrance of this small car-park, maybe it’s full when it’s trying to park This may seems weird as we usually see empty slots there hence maybe it’s deliberately parked this way.

Anyway, illegal parking is getting real serious recently. I saw traffic police came to my neighborhood on SUNDAY to summon those who parked illegally….
